This Education Sector Review discusses the issues and the range of options for policies and actions around the issues of management and governance, financing, teachers, and quality of the education system. It specifically addresses the complex and changing nature of the relationships between central and local governments that have resulted from Indonesias decentralization process. The Review is a collaborative undertaking by Government and donors, and its broad consultation process with many of stakeholders at the national and local levels gives us also the perspective of those who are closest to the schools and the classrooms and has fuelled profound discussions on the key challenges of the sector.
