Early Childhood Development

This report presents an analysis of the Early Childhood Development (ECD) programs and policies which affect young children in Tajikistan. This report is part of a series of reports prepared by the World Bank using the Systems Approach for Better Education Results (SABER)-ECD framework. Tajikistan has a population of 7.76 million people, of which 35 percent are below the age of 15. Unlike some countries in the region, Tajikistan has a positive population growth rate. SABER-ECD collects, analyzes and disseminates comprehensive information on ECD policies around the world.

This report is a case study of the Early Childhood Education and Care (ECEC) project 'a good start: scaling-up access to quality services for young Roma children' (hereafter, 'A Good Start' or 'AGS'), implemented by local partner organizations of the Roma Education Fund.

The Kyrgyz Republic has a population of 5.5 million inhabitants, of which 65 percent reside in rural locations.

This technical note highlights some of the work the World Bank has recently conducted in support of the growth agenda outlined in the Europe 2020 strategy. The World Bank is actively supporting the new member states, as well as accession and neighborhood countries, in achieving the Europe 2020 targets of smart, sustainable, and inclusive growth. The engagement consists of policy and program lending in these areas as well as analytical work.

Early childhood development programs are particularly beneficial to children from disadvantaged backgrounds. Effective investments in this area have the potential to reduce inequalities perpetuated by poverty, poor nutrition, and restricted learning opportunities. This report explores the gaps in early education and care experienced by Roma children between the ages of 3 and 6 in Eastern Europe, and looks at measures to close those gaps. Many Roma children lack a strong early learning and care support mechanism at home.

[Impact Evaluation, SIEF] Timeline: June 2013 to June 2015. Evaluation: In Bulgaria, the early learning gap between Roma and non-Roma children is a challenge for parents and policymakers. While more than 75 percent of all children aged three to six nationally are enrolled in school, the majority of Roma children are not.
